The shortest answer is this: psychiatrists are medical doctors and can prescribe medication. Psychologists hold a degree in psychology; they cannot prescribe, but they can provide psychotherapy.

Yes — and the best outcomes are often achieved this way. The psychiatrist manages the medication; the psychologist uses therapy to address thought patterns and behaviour. This "combined treatment" is strongly supported by research, particularly for moderate to severe depression and anxiety disorders.
Typically holds a degree in counselling or guidance. Often works in educational settings and cannot make clinical diagnoses.
A licensed mental health professional with a degree in psychology (typically a master's or doctoral level). Conducts assessments and delivers psychotherapy; cannot prescribe medication.
A psychologist who has gone on to a master's or doctorate in clinical psychology. Trained to carry out psychological assessment and psychotherapy with clinical presentations; cannot prescribe. In Turkey and North Cyprus the title rests on that postgraduate training — an undergraduate psychology degree alone does not confer it.
